Woman’s sentence lenient compared with what male friend faces for raping boy

A woman was sentenced Friday to a year and a half in prison for molesting a 13-year-old boy whom she and her boyfriend met through an adult phone chat line last year.

Lori E. Spangler, 49, of Vancouver, Oregon was convicted by Clark County Superior Court Judge Robert Harris after earlier pleading guilty to second-degree child molestation.

Spangler’s sentence is small compared with the pending sentence of co-defendant Steve M. Dillon, 56, who was the most responsible for luring the Portland boy to his Orchards apartment to sexually assault.

A Clark County Superior Court jury convicted Dillon on Wednesday of first-degree kidnapping with sexual motivation against a child and second-degree rape of a child. Under state sentencing laws, a finding that Dillon was a predatory stranger will elevate his punishment to life in prison with the possibility of release after 25 years.

Dillon will be sentenced Nov. 19.

According to a probable cause affidavit signed by Deputy Prosecutor Alan Harvey, Dillon met the boy on an adult singles chat line and arranged to pick him up early Aug. 6, 2008, from the boy’s Portland home.

The boy had masqueraded as an 18-year-old woman. When Dillon met him and realized he was an underage boy, he decided to still go through with the sex act, according to the affidavit.

Dillon drove the boy to his apartment, with Spangler hidden under a blanket in the backseat. Once they arrived there, Dillon offered him alcohol, turned on a pornographic video and allegedly sexually assaulted him. Afterward, Spangler molested him, the affidavit said.

During the encounter, the boy kept asking to be taken back home.

He later told his mother, who notified police.

In court Friday, Spangler’s attorney, Susan Stauffer, said her client has an I.Q. of 78 and is “somewhat slow and manipulated by others,” which is likely why she went through with molesting the boy. She asked the judge to sentence Spangler to a lesser 15 months.

But Harvey thought the fact that Spangler took no responsibility for the crime and kept maintaining her innocence should land her a 20-month sentence.

Harris decided on a middle-ground 18-month sentence, which will include credit for the year Spangler has spent in jail. Once released, she will be under community supervision for three years.

“Obviously, you need to stay far, far away from a person of Mr. Dillon’s character” upon release, Harris told Spangler.
